Meta level policy development in the Canadian healthcare system : from October 2016 to February 2017

Abstract

The purpose of this thesis is to provide an analysis of Minister Philpott’s effectivity in completing the Prime Minister’s directives outlined in the mandate letter to the Health Minister. The report will fill the absence of scholarship on measuring effectivity concerning the fulfillment of mandate aims with regard to the Canadian Health Minister. There is no prior work on this subject because no Prime Minister, except for Justin Trudeau, has publicly released the mandate letters. I have devised my own system of calculation of effectivity toward mandate completion. This system measures effectivity based on the amount of time the Minister has spent on a given mandate and how many speeches she has given inside and outside of Parliament, as well as any legislation she has introduced or that has received Royal Assent. This method illustrates the Minister’s activities towards fulfilling the Prime Minister’s directives.
